I'm seeing the same behavior. Actually to be honest I hadn't installed
any GFWL games before the free Tinker came out, so I didn't know if
achievements would sync correctly or not (never had a problem with my
360, though).
Playing Tinker I would notice that my xbox.com profile would correctly
update the "last played game" indicator, but never show any of my
Tinker achievements. For all I knew it was a problem with my ISP or
router, but my brother has the same router as I do with no issues.
Reading these forums, I went and uninstalled the GFWL client, installed
3.0, and ran Tinker offline. Sure enough, when I then updated my client
the achievement I'd unlocked just before that was synched correctly to
my xbox.com profile. Other achievements unlocked since then aren't
synching again.
And yes, I'm running XP64.
This is very annoying, and is something I really hope someone at
Microsoft is looking into.
